Abstract

There are few if any comparative studies of Thailand’s Deep South and Burma/Myanmar’s Rohingya crisis. Both cases are intriguing as they have similar characteristics, while nuanced by distinctive contexts and political consequences. In this article, the comparative analysis of crisis issues in the two countries concentrates on history, policy responses of governments, and peace processes. Burma/Myanmar and Thailand are Buddhist majority countries with different approaches of national integration. Based on a long history of independence, Malay Muslims of Thailand’s Deep South have always been disturbed by intensive assimilation policies, but their right to Thai citizenship has never been legally compromised. On the contrary, Rohingya people have been excluded from Burma/Myanmar’s national integration. The Thai state uses both violence and persuasion, but the peace process tends to integrate into the hierarchy and power of military domination. On the other hand, Burma/Myanmar’s conflict management is highly suppressive and exclusive. Thailand’s southern peacebuilding involves expanding state-building and illiberal peace, while Burma/Myanmar’s conflict management policy in Rakhine State is much higher on the scale of authoritarian “peace.”

งานศึกษาเปรียบเทียบระหว่างสถานการณ์ในจังหวัดชายแดนภาคใต้ของไทยกับวิกฤติโรฮิงยาของพม่า/เมียนม่ามีอยู่ไม่มากนักในปัจจุบัน แต่ทั้งสองกรณีมีความน่าสนใจเนื่องจากมีลักษณะร่วมกันหลายประการ ในขณะเดียวกันก็แตกต่างกันในลักษณะพิเศษของบริบทและผลที่ตามมา ในงานชิ้นนี้ การวิเคราะห์เปรียบเทียบประเด็นวิกฤติของทั้งสองประเทศมีจุดเน้นที่ประวัติศาสตร์ การตอบสนองทางนโยบายของรัฐบาลและกระบวนการสันติภาพ พม่า/เมียนม่าและประเทศไทยต่างเป็นประเทศที่คนส่วนข้างมากเป็นชาวพุทธและมีวิถีการสร้างบูรณาการแห่งชาติที่แตกต่างกัน จากการที่มีพื้นฐานของความเป็นอิสระมายาวนานในประวัติศาสตร์ ชาวมลายูมุสลิมในจังหวัดชายแดนภาคใต้ของประเทศไทยมักจะไม่พอใจกับนโยบายการผสมกลมกลืนที่เข้มข้น แต่สิทธิความเป็นพลเมืองไทยของพวกเขาก็ไม่เคยถูกปฏิเสธหรือผ่อนปรนในทางนิตินัยจากรัฐไทย (แม้จะรู้สึกเหมือนกับเป็นพลเมืองชั้นสอง) ตรงกันข้าม ชาวโรฮิงยาถูกตัดออกจากการสร้างบูรณาการแห่งชาติของพม่า/เมียนม่า ฝ่ายรัฐไทยใช้ทั้งความรุนแรงและการโน้มน้าวจูงใจแต่กระบวนการสันติภาพก็มีแนวโน้มที่จะถูกบูรณาการเข้าไปในโครงสร้างอำนาจและการครอบงำโดยฝ่ายทหาร ในอีกด้านหนึ่ง การจัดการความขัดแย้งของรัฐบาลพม่า/เมียนม่าก็เน้นที่การปราบปรามและตัดแยกกีดกัน การสร้างสันติภาพในจังหวัดชายแดนภาคใต้ของไทยจึงเป็นเรื่องของการสร้างอำนาจรัฐให้เข้มแข็งและสันติภาพแบบไร้เสรี ในขณะที่การจัดการความขัดแย้งของรัฐบาลพม่า/เมียนม่าในรัฐยะไข่มีลักษณะของการสร้างสันติภาพแบบอำนาจนิยมในระดับที่สูงมาก

บทคัดย่อ

งานวิจัยชิ้นนี้เป็นการศึกษาพฤติกรรมทางการเมืองของนักการเมืองในการเลือกตั้งระดับท้องถิ่นในจังหวัดชายแดนภาคใต้ท่ามกลางบริบทความรุนแรง โดยมีวัตถุประสงค์ของโครงการวิจัย 1) เพื่อศึกษาบทบาทของนักการเมืองท้องถิ่นท่ามกลางบริบทความรุนแรง 2) เพื่อศึกษาพฤติกรรมและลักษณะการหาเสียงของนักการเมืองท้องถิ่น 3) เพื่อศึกษาถึงความสัมพันธ์ระหว่างสถานการณ์ความไม่สงบในพื้นที่กับการเมืองการเลือกตั้งและบทบาทของนักการเมืองท้องถิ่นในพื้นที่สามจังหวัดชายแดนภาคใต้ ระเบียบวิธีการวิจัยเป็นการศึกษาโดยอาศัยการวิจัยเชิงคุณภาพ (qualitative research) โดยมีการรวบรวมข้อมูลด้วยวิธีการสัมภาษณ์แบบเจาะลึก (in-dept interview)  จากการสุ่มกลุ่มตัวอย่างแบบลูกโซ่ (snowball sampling) ซึ่งเป็นการเลือกกลุ่มตัวอย่างโดยอาศัยการแนะนำของผู้ให้สัมภาษณ์ไปเรื่อยๆ และการค้นคว้าข้อมูลที่เกี่ยวข้องทั้งจากเอกสาร งานวิชาการ และบทความออนไลน์ที่เกี่ยวข้อง

ผลงานวิจัยภาพรวมพบว่า พฤติกรรมทางการเมืองของนักการเมืองท้องถิ่นในพื้นที่มีรูปแบบเดียวกับนักการเมืองท้องถิ่นทั่วไปในประเทศไทย กล่าวคือมีการผูกโยงกับการซื้อเสียงและเครือข่ายอุปถัมภ์ของนักการเมืองระดับชาติได้ลงสู่การเมืองระดับท้องถิ่นอย่างเหนียวแน่น

หากทว่าการเมืองในพื้นที่ส่วนใหญ่มีลักษณะเฉพาะที่อิงกับกลุ่มศาสนา และพบว่ารูปแบบการหาเสียงและพฤติกรรมการเลือกตั้งของนักการเมืองและชาวบ้านในหลายพื้นที่ก็มีพื้นที่ต่อรองทางด้านความเชื่อศาสนา

นอกจากนี้ ลักษณะเฉพาะในพื้นที่ พฤติกรรมการเลือกตั้งก็ยังคงยึดกับตัวบุคคลเป็นหลัก ประกอบกับการที่ไม่มีพรรคการเมืองใดผูกขาดการเมืองในพื้นที่ได้ และแม้ว่าความรุนแรงในช่วงการเลือกตั้งเกิดขึ้นอย่างต่อเนื่องแต่ก็ไม่ได้มีการสอบสวนสืบสวนเพราะถูกอธิบายเหมารวมด้วยสถานการณ์ความรุนแรงระหว่างรัฐกับกลุ่มขบวนการติดอาวุธ

Abstract

This research is to study the political behaviour of politicians in local elections in the southern border provinces amid the violent context.  The objectives of the research project are 1) to study the role of local politicians in the context of violence, 2) to study behaviour and campaign characteristics of local politicians, and 3) to analyse the relationship between the unrest situation in the area, electoral politics, and the roles of local politicians in the three southern border provinces. It employs a qualitative methodology. In-dept interview method; with snowball sampling which is a sample selection by using the advice of interviewers, is used to collect data together with secondary research on academic papers and related online articles.

The research finds that the behaviors of local politicians in the three southern border provinces are similar to those of local politicians in other regions of Thailand. Local elections mostly rely on vote-buying and patronage system overseen by national-level politicians; and such system are also deep-rooted in the local politics.

However, local politics in this region is particularly adhered to religious groups. It can be seen through the political behaviour of the local politicians and people during the political canvass that spaces for dialogues and negotiations on religious-related issues emerged in several areas.

Furthermore, it is specific to this region that electoral behaviours rely highly on individuals due to the lack of monopolized power by any political parties.  Several violent incidents occurring continuously throughout electoral-related periods were left unexplained and not properly investigated because they were mostly assumed as violence between the state and armed groups.
